Who gave the right to demolish? Let the courts do some work

No one has the right to demolish another person’s house. A house is a family’s dream, a house that a family has worked hard to build for many years, and the government uses bulldozers to demolish it. Who gave the public security organs this right? The Supreme Court said it is the duty of the courts to punish criminals. The government and police should do their job. The government should not impose any punishment on any of the defendants and their families until a court decision is reached. The Supreme Court has expressed concern over the bulldozing operation in Uttar Pradesh. Currently, this action has been carried out in several states. The Supreme Court expressed concern and therefore issued the order. Justices Gavai and Vishwanathan decided that the punishment for the offense was not demolition of the house. The judge made it clear that the government cannot be the judge. This is also a warning to state governments.

Police decisions from 1980

The practice of police and administrative agencies acting as judges and passing judgment began in 1980, when Vishwanath Pratap Singh became chief minister of Uttar Pradesh. To understand this, we must remember that period. The 1980s was an important moment for both sides, whatever it was, the creamy layer of the backward classes, especially the Yadavs and the Qumis, capitalized on Indira Gandhi’s Garibi Hatao slogans, Prime Minister’s employment plan and bank loans to villagers. The Kumis had the land, the Ayrs and the shepherds had the cattle. Kachi used to be responsible for sowing vegetables. They sell their produce in the city market which brings money to these castes. Then they develop the willpower within themselves to have the same status in society as the so-called upper castes. But for that they needed Robin Hood. This way their image is no longer that of an oppressed caste, but that of a dominant, powerful, powerful caste.

New bandits appear in Chambal Valley

In 1972, Jai Prakash Narayan launched a movement demanding the surrender of Chabal bandits (bandits or rebels). But apart from getting Madho Singh and the Mohal Singh gang to surrender, he did not achieve any particular success. Vinoba Bhave had launched the same campaign twenty years before. Man Singh, the famous bandit of Chambal Valley, was killed. His son Tehsildar Singh and his companion Luca subsequently surrendered. But despite these two battles, the valley did not become free of bandits. Instead, starting in 1977, a new phase emerged. That is the abyss of thieves belonging to the backward castes except Thakur-Brahmin thieves. Bandits are believed to be in Kanpurdhat, Jharaun, Hamirpur, Auraiya, Etawah, Agra districts of Uttar Pradesh, Binder, Morena of Madhya Pradesh and Delpur district of Rajasthan Influence. Now, bandits from castes such as Malla, Babur, Ahir and others started appearing here.

Backward caste bandits become challenge for Vice President Manmohan Singh

The Yadav thieves are present in Etawa, Agra, Etah and Manpuri districts and they have become a headache for the Thakur Brahmin caste. In this case, in 1980, Vishwanath Pratap Singh became the Chief Minister of Uttar Pradesh. The next challenge before him was to eliminate these backward caste bandits. Because his Robin Hood persona also spread political power among his caste. The photo created trouble for the chief minister. The police were given freedom to deal with them. In the bandit-affected areas of Uttar Pradesh, the post of Superintendent of Police (SP) has been elevated and Senior Superintendent of Police (SSP) appointed. In 1981, senior superintendents of police were also appointed in small districts such as Hamirpur, Etah and Farrukhabad. IPS with a fresh and dynamic image were appointed to these positions.

new caste hero

It is on days like these that I get the opportunity to cover villages in central Uttar Pradesh. Then I noticed that some new heroes were emerging from the middle castes in central Uttar Pradesh. These heroes are bandits from the area. Most of the upper caste bandits have surrendered. Doabar of Ganga Yamuna is now ruled by Chhaviram Yadav, Anar Singh Yadav, Vikram Mallah, Malkhan Singh and Mustaqeem. A new army of female bandits is coming. Kusumajiu and Pulan stand out in this regard. Chhaviram and Anar Singh ruled the forests of Etah and Mainpuri, while Vikram, Malkhan and Phoolan rules over the valleys of Yamuna and Chambal. Mustaqeem was camping in the Sengur forest in rural Kanpur. All these robbers belonged to the middle class. All the villages were oppressed by the old landowners, especially the Rajputs and Chaudhry Brahmins.

Bihar also has the same situation

The same is true in Bihar. There, while the Ayrs used sticks, the upper castes, with the help of the police, jailed them and made them perform acts like gouging their eyes. In 1980, when I went to Bhagalpur to report on the eye-gouging incident, I was surprised to find that all the people whose eyes had been gouged were from backward castes, especially the Yadav caste. Urban upper-caste journalists and intellectuals denounced it, but no one tried to get to the bottom of it. This was an action taken by the police at the behest of the elders to suppress the backward uprising. I remember the police inspectors involved in this scandal were all upper caste. But oppression always leads to new resistance. The same thing happened here too, the unity of the backward people gradually grew stronger. But like Dalits, they did not move towards Marxist parties.

No backing up in Male

Despite all the efforts of Comrade Vinod Mishra of the CPI(ML), the backward classes did not follow him and his base remained Brahmins and other progressive classes and Dalits, a large part of whom were in the Congress In the party. However, one-sided Muslim support once gave the Congress a majority. There are no Muslims here and only a few Brahmins and other upper castes have joined the CPI (Marxist-Leninist). The backward castes are waiting for strong leaders from their own communities. What they want is not a moderate leader but one who can openly challenge the elites. This was the period when the two Yadav leaders met in Uttar Pradesh and Bihar respectively. UP is earlier and Bihar is later. One is a disciple of Lohia and the other is from JP sports, but both are good at sticks.

The rise of Mulayam Singh

Then Vishwanath Pratap Singh could not take any decision. This was a time of defeat for the upper castes in central Uttar Pradesh. Now, it’s a straight fight for supremacy as to who will rule the village! Castes such as the Yadav, Kurmi and Lodhi thrived due to the improvement schemes and community development schemes implemented in the villages and the ease of roads and transportation extending to the villages. The growing demand for milk and hoya in the city made the Ayrs economically powerful. However, the Ayers mostly live in villages near highways or cities. They are stronger than a stick, so why do they continue to be oppressed by the feudal castes in the village? His rise also brought him many politicians. In UP, Chandrajit Yadav or Ramnaresh Yadav may belong to these castes but Ahirs got Mulla A hero in the form of Mulayam Singh. Likewise, Swami Prasad was associated with Kurmi Narendra Singh and became the leader of Lords.

Yadav encounters bandits

But except Mulayam Singh, none of them had much energy or wit. Mulayam Singh was most hated among the upper castes, but he was equally respected among Yadavs and Muslims. Vishwanath Pratap Singh (VP SINGH) tried his best to suppress Mulayam Singh throughout his tenure, but was unable to curb his political rise and expansion. Even when Vice President Singh became the Finance Minister of the Centre, the spirit of Mulayam Singh remained with him. Vice President Manmohan Singh gave police additional powers to shoot bandits. In Mainpuri, many Yadav and backward caste bandits were surrounded and killed. The forests of Alliganj are testimony to this. But at the same time, when a Thakur gang named Santosha killed 22 Dalits in Devli village under Jasrana police station in Mainpuri district, the police were helpless.

After STF now comes Bulldozer

Thereafter, the STF was formed in 1998 when Kalyan Singh came to power in Uttar Pradesh. Those police officers who encountered the experts were kept inside. It’s a bit like ATS in Mumbai. Yet terror in Uttar Pradesh is different from that in Maharashtra. The STF killed many petty criminals. Today’s bulldozing government has some similar characteristics. The government demolished the defendant’s house without any judicial process. Seeing Uttar Pradesh, chief ministers of other states have also allowed police to take such action. On Wednesday, the Supreme Court took strict action and banned the bulldozing of the house.
