TRAI has extended the implementation period of the new traceability rules, bringing huge relief to the country’s lakhs of mobile users. The telecom regulator decided to grant a one-month extension to entities and telecom operators. However, the telecom regulator has also set conditions for this. Message traceability rules will be implemented from November 1, after which users may face problems in obtaining OTP (i.e. one-time password) on their mobile phones. However, currently users do not face any problem in getting the OTP.

The telecom regulator has issued an ultimatum to implement message traceability rules from December 1, 2024. TRAI and the Ministry of Telecommunications take fake calls and messages very seriously. To address this issue, the government has implemented a new rule from October 1, 2024, whereby users who are not whitelisted will not receive messages and calls. Additionally, messages with non-whitelisted URLs will also be blocked at the network level.
In its guidelines, TRAI said that it has issued instructions on August 13, 2024 to strictly regulate promotional voice calls. It is said that severe measures will be taken against violations such as blacklisting and account blocking of telecommunications resources. According to TRAI’s instructions, more than 800 violating units or individuals have been blacklisted so far, and more than 1.8 million mobile phone numbers have been blocked.
The telecom regulator also issued instructions on whitelisting APKs, URLs and OTT links on August 20, 2024. The relevant regulations will take effect from October 1, 2024. Additionally, as of October 1, telemarketing calls from the number 140 have been migrated to a blockchain platform based on distributed ledger technology (DLT).

The guidelines related to message traceability will be implemented from November 1, 2024, and TRAI has extended it by one month, or 30 days. This regulation will now take effect from December 1, 2024. On the request of telecom companies and industry body COAI, the telecom regulator has decided to extend this deadline so that users do not face any problem in getting OTP. Instructions in this regard were issued on August 28, 2024. After granting a 30-day extension, TRAI also put forward a condition that after November 30, 2024, telecom operators should issue daily warnings to entities to complete compliance with message source tracing.
