Former Deputy CM of Delhi Manish Sisodia was released from jail on Friday evening. Manish Sisodia has come out of jail after 17 months. Now, speculations have intensified in political circles about his possible return as Deputy Chief Minister in Delhi government. Most importantly, the prerogative of appointing ministers rests with the Chief Minister, since Kejriwal is still in jail, he is unable to sign the necessary documents, and hence cannot recommend the appointment of Manish Sisodia. This mandatory process itself is a major hurdle. Apart from this, the process of appointing cabinet ministers in Delhi is different from that of fully developed states. The recommendation of the Chief Minister in Delhi should be sent to the President of India through the LG Secretariat. The swearing-in ceremony of the new minister can take place only after the consent of the President.

Assembly elections are going to be held in Delhi in the next 6 months, hence there is a debate going on within AAP regarding the role of Sisodia. Some suggest that their presence in government is important, while others argue that they may be better suited for organizational responsibilities.
