Prime Minister Modi attended the 16th BRICS Summit in Kazan hosted by Russia. During the meeting, the Prime Minister welcomed the 13 new BRICS partners. During this time, he highlighted counterterrorism, economic development and the concerns of the Global South.

Prime Minister Modi delivered two speeches at the BRICS Leaders Summit. In his speech, he said that this meeting was held at a time when the world is facing many uncertainties and challenges such as conflicts, climate change, and cyber attacks. This has increased the expectations of the BRICS countries.
The Prime Minister advised the organization to adopt a people-centred approach to address these challenges and stressed the need to convene an emergency conference on international terrorism at the United Nations.
“Concerns of the Global South should be focused”
The Prime Minister called on the BRICS countries to take more proactive measures in global governance reform. He recalled the “Voice of the South” summit held during India’s presidency of the G20 and said that BRICS countries should give priority to the concerns of southern countries.
The Prime Minister said the NDB’s regional presence, including GIFT City in India, creates new value and impact. He highlighted BRICS’ activities to promote economic growth, focusing on trade facilitation in areas such as agriculture, flexible supply chains, e-commerce and special economic zones. In addition, he emphasized the priority of supporting small and medium-sized enterprises and announced that the BRICS Entrepreneurship Forum will be launched this year.
The Prime Minister discussed India’s launch of the International Solar Alliance, Alliance for Disaster Resilient Infrastructure, Life on Mission and the Green Credit Initiative announced during COP28 and urged BRICS countries to join the initiative.
Kazan declaration approved
Finally, the Prime Minister congratulated Russian President Vladimir Putin for successfully hosting the 16th BRICS Leaders’ Meeting, and wished Brazil all the best in assuming the chairmanship of the BRICS Leaders’ Meeting. At the same time, at the end of the summit, BRICS leaders adopted and approved the Kazan Declaration.
