How did UP government’s bill on Nazul land get shelved? Read inside story

A strange situation was seen during the legislative session on the last day of the assembly session. In fact, within a day the Nazul Property Bill, which was passed by the Yogi government by voice vote in the assembly, was seen retreating from it and was put on hold. That is, instead of passing it in the Legislative Council, it was sent to the Select Committee.

With this step of the government, it seemed that fear regarding any land related law has spread within it and especially among the public representatives. This is the reason why when Keshav Maurya was presenting this Nazul Property Bill in the Legislative Council, at the same time BJP Legislative Council member Bhupendra Chaudhary demanded to send it to the Select Committee.

BJP state president Bhupendra Chaudhary put a brake on his own government’s bill in the Legislative Council. In such a situation, the biggest question is whether it was brought in the Assembly as a bill without any discussion or brainstorming? And the government could not understand the level of opposition?

Bill sent to select committee
As soon as Keshav Maurya presented the Nazul Property Bill in the Legislative Council, Bhupendra Chaudhary once again stood up and appealed to send it to the Select Committee, saying that there is no complete consensus on this issue yet, hence it should be sent to the Select Committee. The Speaker of the Legislative Council accepted this and sent it to the Select Committee.

The government came to life with the sending of the Nazul Property Bill to the Select Committee because within a few hours of its passing by the Assembly, it was realized that it was going to prove to be the biggest straw for the government. There was an uproar when our own government’s bill was stopped in the Legislative Council. It was discussed that the organization had stopped the government’s decision in the Legislative Council, but the inside story was different.

Even BJP MLAs were opposing the bill
As soon as this bill came, many MLAs started mobilizing against it. Raja Bhaiya took command, many MLAs including BJP MLA Harsh Vajpayee opposed it. Prayagraj MLA and former minister Siddharthnath Singh demanded some amendments and said that there should be a provision to extend the lease of Nazul land, which the government accepted. But instead of 99 years, the amendment was fixed for 30 years. The MLAs of the government and the opposition had made full preparations to corner the Yogi government on the issue.

The government was aware of the danger
By late Wednesday night, many MLAs contacted the Chief Minister and demanded reconsideration. Then senior leaders of the party also registered their objections regarding this bill that lakhs of people in city after city will be affected by it and the houses and lands of many people who have been living here for generations will be snatched away by the administration whenever they want.

The Chief Minister also felt that perhaps this work was done in a hurry, so he also gave permission to put it in cold storage. It was decided on Thursday afternoon that it would not be passed by the Legislative Council and it would be sent to the Select Committee. A strategy was decided for this. The Chief Minister gave the responsibility to both the Deputy Chief Minister, State President and Parliamentary Affairs Minister to send this select committee till a consensus is reached.

The script was prepared like this

A separate 15-minute meeting of the Chief Minister, both Deputy Chief Ministers, State President and Parliamentary Affairs Minister was held in the Assembly in which it was decided that Keshav Maurya would present it in the Legislative Council and Bhupendra Chaudhary would recommend sending it to the Select Committee. After this, the Chairman will send it to the Select Committee due to which it will be put on hold for a few days.

Everything happened according to a written script. It could not be stopped in the Assembly because it had now been passed, so it was decided to send it to the Select Committee of the Legislative Council. Bhupendra Chaudhary recommended sending it to the select committee. In such a situation, even the snake died and even the stick did not break, that is, the Nazul Property Bill was shelved for a few days and BJP took the credit for it because on the recommendation of the State President, who is a member of the Legislative Council, the entire Legislative Council Sent it to the Select Committee in one go.

BJP had sensed the opposition’s strategy
The question is whether after passing it in the Assembly, the government felt that it was done in a hurry? And will this issue of land become a thorn in the side of the government? If this happened then why did Keshav Maurya present it? Was he kept in the dark? There are many such questions on which the government will now have to answer. But it appears that the government is stuck in the matter of Nazul Property Bill.

Congress party had warned of agitation on this. According to Congress leader and former MLC Deepak Singh, even Congress leader Rahul Gandhi was ready to protest in UP regarding the Nazul Land Bill and BJP had sensed this. Although this issue has been postponed for a few days, politics does not seem to be postponed.

For the first time, CM came on backfoot!

BJP’s colleague Anupriya Patel tweeted that this Nazul property law should be immediately withdrawn and strict action should be taken against the officials who have prepared this bill. It is clear that now the leaders of the organization and the party have started interfering in major decisions. This is the first time in the Yogi government that this decision of the Chief Minister has been put on hold.
