Sources say that the coaching gate was closed after heavy rain. On which a steel shed was installed so that the water could not enter inside, but as the rain water filled the road, the pressure of the water was so high that it broke three steel sheds and filled the basement. Due to water filling in the basement, the students present in the coaching class got trapped inside.
‘Who opened the gate of coaching?’
Police are also investigating that the gate was opened to allow a car to go out, after which water came in very quickly. It is a matter of investigation as to who finally closed and opened the gate? The depth of the basement is about 8 feet below the ground. The filled water from the road broke the gate and reached inside the basement, due to which three students died. The police and fire team have started their investigation on these two theories. The survey of coaching centers started on the orders of the court after the fire incident in Mukherjee Nagar coaching center is still going on.
According to Delhi Fire officer Atul Garg, the coaching institute located in Rajendra Nagar has received Fire NOC. Earlier in the capital Delhi, it was not mandatory for coaching institutes to obtain fire NOC, but after the fire incident in the coaching institute of Mukherjee Nagar last year, a survey of all such institutes was conducted on the orders of the court, in which the fire standards were examined. After that, coaching institute was also brought under building bylaws and fire NOC was declared necessary.
Atul Garg says that this is the reason why most of the coaching institutes in Rajendra Nagar area are running without Fire NOC, because till now Fire NOC was not necessary for coaching institutes in Delhi.
What does the Municipal Corporation say?
At the same time, Delhi Municipal Corporation sources say that there is permission to run coaching in Rajendra Nagar area on the basis of commercial building. However, it is a matter of investigation whether coaching was not running in the basement at that time, because coaching is allowed only on the upper floors.
Corporation sources say that along with the completion certificate, conversion and parking charges have been deposited. On the other hand, the map of the building is also nearby.
