Delhi: Coaching center owner was running library without permission, revealed in FIR

Three students died in a tragic accident on Saturday evening when the basement of Rau’s IAS Coaching Center in Old Rajendra Nagar of the capital Delhi was filled with water after rain. In this case, the police have registered an FIR and formed several teams to investigate the accident. Police have arrested the coaching center owner Abhishek Gupta and the coordinator and booked them under culpable homicide not amounting to murder and other charges.

It has been mentioned in the FIR that the drainage system on the road was not proper, due to which there was water logging on the road and later water entered the basement. Coaching center owner Abhishek Gupta has admitted that there was no drainage system in the basement, due to which the accident occurred. The police asked Abhishek Gupta for permission documents for the library in the basement, which Abhishek did not have. Abhishek confessed that there was no drainage system in the basement.

According to the FIR, when the rescue operation started, there was 3 feet of water in the slit basement, the students were trapped in the basement below, where the library was functioning. The NDRF team went to the basement (library) to remove the bodies, while the DFS helped in pumping out the water.

According to PTI, a senior police officer said that several teams have been formed to investigate the entire incident, adding that we have sought a report from the Delhi Fire Brigade Service about the building and the basement, which was being used as a library. It was used as a ‘store room’. He said the basement was eight feet below the ground and more than 18 students were present in it when it flooded after heavy rains on Saturday evening.

According to police department sources, the basement gate was closed, but due to the pressure of rain water, it got damaged and water entered inside. The officer said that we are examining CCTV footage from the area to ascertain the incident. After scanning the CCTV footage, we will identify the people who were standing near the institute at the time of the incident and record their statements.

Deputy Commissioner of Police M Harsh Vardhan said that we have registered a case under section 105 (culpable homicide not amounting to murder), 106 (1) (causing death of a person by negligence or hasty act not amounting to culpable homicide) at Rajendra Nagar police station. An FIR has been registered under sections 115 (2) (punishment for voluntarily causing hurt), 290 (negligence in relation to demolition, repair or construction of buildings) and section 35 of the Indian Justice Code and started investigation. He told that till now two people have been arrested, coaching center owner Abhishek Gupta and coordinator Deshpal Singh.
