External Affairs Minister S Jaishankar represented Prime Minister Modi at the BRICS Outreach Meeting in Kazan, Russia. Conflicts and tensions in particular need to be properly managed, he said. Disputes and differences should be resolved through dialogue and diplomacy. Once an agreement is reached, it should be followed honestly. He emphasized the need to correct shortcomings in global infrastructure. It also stated that territorial integrity should be respected.
Foreign Minister Jaishankar said that the world is facing difficulties. The world should be ready to rethink challenges. The message we are gathered here to send is that we are ready to do just that. In his speech, he reiterated Prime Minister Modi’s statement that this is not an era of war.

International law must be observed without exception. A consensus should be reached on counter-terrorism issues. There should be an attitude of intolerance.

He said that the current situation in West Asia is worrying. This is understandable. The BRICS Forum needs to realize that the benefits of globalization are very uneven. The COVID-19 pandemic and various conflicts have increased the burden on the global South. A collective effort should be made for the welfare of all.
He emphasized strengthening and expanding multilateral forums. India’s stance on reforming multilateral development banks was also reiterated. United Nations Secretary-General António Guterres and more than 20 leaders from around the world participated in the Outreach/BRICS+ meeting on the final day of the BRICS Summit.
