The guidance mentioned that the maternity subsidy system can be improved on the basis of the new policy.
The State Council emphasizes promoting a new culture of marriage and childbearing. He said the importance of age-appropriate marriage and co-parenting of children should be explained. These include better maternity insurance, maternity leave, subsidies and medical facilities for children. The committee recommends that local governments allocate budgets for childcare centers and exempt such services from taxes.
