Uttar Pradesh Chief Minister Yogi Adityanath has taken a historic step towards promoting investments and enhancing economic activities in the state. Presenting the Yogi government’s new decision, state chief secretary Manoj Kumar Singh said that now the progress of investments and their efforts will come under the purview of the District Magistrate (DM) and Divisional Commissioner (Commissioner) supervision.
What did the Yogi government announce?
The Annual Confidential Report (ACR) of DMs and Commissioners must include investment and loan-related growth in their areas of work. On this basis, cadres are graded and their work performance is objectively evaluated.
This step is taken to create new jobs and development opportunities and promote investment in the state. Uttar Pradesh will be the first state in the country to implement this process. This decision is also important because income investment is now more important to the DM than law, order, and development. Security, development and taxation are three important tasks at the county commissioner level.
What does it have to do with the British period?
While revenue was important during the British rule, law and order was also important in independent India. Former Uttar Pradesh chief secretary Alok Ranjan believes that the district magistrate has been responsible for the development of the region since Independence. The governor is responsible for preparing conditions such as electricity, roads, water and law and order for setting up industry in the area so that investment can come.

What effect will it have?
Former Uttar Pradesh Chief Secretary Alok Ranjan said that attracting investment is the job of the government and not the job of the DM and Commissioner. Provide better law and order. The DM has to take care of many matters including tehsil management, block management, rural development, land reforms, so he should be kept separate from these matters.
The former chief secretary said the challenge before the Yogi government now is to bring maximum investment and the job cannot be done without the involvement of DM and divisional commissioners. Therefore, the government decided to adopt the Warren Hasting district management model to increase revenue.
