The Chief Secretary for Administration reviews the progress of RDSS work and requires it to be completed as soon as possible

Chief Secretary Atal Dulloo today chaired a meeting of the Power Development Department (PDD) to assess the progress of the Distribution Sector Reform Scheme (RDSS) aimed at reducing distribution losses. Besides Principal Secretary PDD, the meeting was also attended by Principal Secretary Finance; MD JPDCL/KPDCL; Chief Engineer, representatives of PESL, NTPC and other heads of concerned departments.

The Chief Secretary asked the department to make unremitting efforts to achieve time-bound progress in the implementation of this ambitious plan. He believes this will be significant in significantly reducing actual technical and commercial (AT&C) losses across the UT.
Dulou asked the department to put in place appropriate monitoring mechanisms to ensure timely execution of work and achievement of expected results. He charged the DISCOMS of both departments to ensure that the set goals are achieved within the stipulated deadlines.
The Chief Secretary inquired about the status of smart meters and other loss mitigation work completed by the implementing agencies in different areas of the Union Territory. He also inquired about the physical progress recorded in each work awarded to the PIA.
In his speech, Chief Secretary H. Rajesh Prasad gave details about the RDSS work being carried out in different districts of the UT.
Regarding its objectives, he said the scheme aims to improve the quality, reliability and affordability of power supply to customers through an efficient distribution system.
The meeting was also informed that the implementation of these efforts has resulted in a sharp reduction in the gap between average cost of power (ACP) and average realized revenue (ARR).
As for other LR works, it added that the scope includes LT cable replacement works, HVDS, HT line cabling, HT lines (conductors), feeder isolation, etc. It was also revealed that different project implementing agencies including PESL, NTPC, RECPDCL have been assigned specific work to complete within a time-bound manner.
Meanwhile, the Chief Secretary announced that the government will provide necessary support to enhance the academic and professional status of Kashmir Institute of Medical Sciences (SKIMS), Sulla.
He made this statement during his visit to SKIMS, where he interacted with the faculty, visited various patient care services and held detailed discussions with the faculty.
Speaking on the occasion, Dulloo lauded the contribution of SKIMS and encouraged the institution to continue providing guidance and collaboration with medical colleges in the Union Territory.
He assured that the government would provide full financial support to further enhance the status of SKIMS.
Dulloo also touched on the critical issue of the drug menace, calling on SKIMS to be involved in addressing the issue with government support for viable plans.
He stressed the need to strike a balance between infrastructure upgrade and academic and research advancement and stressed the importance of aligning new academic courses with National Medical Council (NMC) regulations. Dulloo urged SKIMS to match the performance of premier institutions like AIIMS.
The meeting started with a welcome speech by Dr. Fazlul Qadir Parray, Professor and Director of Colorectal Surgery.
Medical Superintendent Professor Farooq A Jan gave an overview of SKIMS’ performance over the past 100 days, highlighting the significant improvements in patient care, including the revamp of the Emergency Department – a major management challenge that was successfully addressed in the first phase.
The presentation also covered academic achievements and recent collaborations with nationally renowned institutions.
Dean of the Faculty of Medicine, Professor Shariq Masoodi, spoke about the evolution of SKIMS from offering a single MD program to becoming a comprehensive institution with over 50 courses across different medical and allied fields.
He also hinted that SKIMS aspires to transform into a full-fledged medical university, which will enable it to offer a wider range of programs and provide vital support.
Professor M. Ashraf Ganie, Director, SKIMS reiterated the critical role played by the institution in healthcare and medical education and expressed confidence that SKIMS will serve as a model for other institutions across the country.
During the interaction, Dr Jaswinder Singh, Senior Professor, Gastroenterology, and Dr Muzaffar Maqsood Wani, Executive Secretary, SKIMS Teachers Forum, briefed the Chief Secretary on the various challenges faced by teachers.
As part of the visit, CS visited various departments including the cath lab, wards, operating room area, surgical and pulmonary intensive care unit, state cancer institute, emergency department and other critical facilities. He was accompanied by the Director of SKIMS and others and interacted with the faculty and patients.
