“We announce that the U.S. Coast Guard, Japan Coast Guard, Australian Border Force, and Indian Coast Guard will launch the first Quad Maritime Ship Watch Mission in 2025 to advance maritime security,” the Quad leaders said in a joint statement. More missions will continue in the Indo-Pacific in the coming years.

“Today we are announcing a new Maritime Training Initiative for the Indo-Pacific (MAITRI) to help our partners in the region leverage the tools they have gained through IPMDA and other Quad initiatives to monitor and protect their waters, enforce laws, and prevent illegal activity. We look forward to hosting the first MAITRI workshop in India in 2025,” the statement said.

“Oppose any form of unilateral action”

The Quad leaders said: “We represent nearly 2 billion people and more than one-third of global GDP. We are firmly committed to a free and open Indo-Pacific. We strongly oppose any destabilizing or unilateral actions that seek to change the status quo through force or pressure. We condemn the recent illegal missile launches in the region, which violate UN Security Council resolutions. Respect for the leadership of regional organizations such as the Association of Southeast Asian Nations (ASEAN), the Pacific Islands Forum (PIF) and the Indian Ocean Rim Association (IORA) is and will remain at the core of the Quad mechanism.

North Korea missile launch described as threat

“We condemn North Korea’s ballistic missile launches and its ongoing nuclear weapons research, which are in violation of multiple UN Security Council resolutions. These launches pose a serious threat to international peace and stability. We urge North Korea to abide by all UN Security Council obligations, refrain from provocations and engage in concrete dialogue. We stress the need to prevent the proliferation of North Korea’s nuclear and missile technology in the region and beyond. We express serious concern about North Korea’s use of cyber, cyber activities and overseas workers to finance its illicit weapons and ballistic missile programs,” he said.

Concerns about war in Ukraine

“We are deeply concerned about the war in Ukraine. Each of us has visited Ukraine since the war began and has seen it firsthand,” the Quartet leaders said in a joint statement. “We reaffirm the need to achieve a sustainable peace based on the purposes and principles of the UN Charter and international law, including respect for sovereignty and territorial integrity.”

“Condemn any form of terrorism”

“We unequivocally condemn all forms of terrorism and violent extremism, including cross-border terrorism and violent extremism. We commit to working together to hold the perpetrators of such terrorist attacks accountable,” the Quad leaders said. “We condemn the terrorist attacks in Pathankot and Mumbai on 26 February 2011.
