In TA/7174/2020 (JAMMU) titled RENU MANDLA vs. DIRECTORATE OF SCHOOL EDUCATION UT OF J&K, after hearing the DB of CAT, the order is as follows:-

Mr. Hunar Gupta, senior counsel for DAG, submitted that he will submit the records regarding the selection process before this court next time. On this occasion, Mr. Vikarm Sharma, senior counsel, submitted that while submitting the relevant records, the SSRB Secretary should answer three questions.

1. If the selection process was for all three advertisement notifications, then why and how did the respondents not publish one shortlist but split the merits into two different shortlists i.e. merging advertisement notification numbers 3 and 5 into one shortlist and advertisement notification number 6 into another shortlist?

2. How many people on the shortlist of Tender Notice No. 6 were included in the final shortlist of Tender Notices No. 3 and No. 5?

3. Why was an applicant with a score of 39.16 not considered for the final selection list in Advertisement Notice No. 6 when the final cut-off mark in the Advertisement Notice was clearly much lower than that mark?

The learned DAG, Mr. Hunar Gupta, shall file an affidavit in respect of the above queries along with the records regarding the selection process and appear before this Court as Secretary, SSRB, at the next hearing.

The matter will be heard in person on September 20, 2024 at 3:00 p.m.
