Bihar Police Constable Paper Leak Case: The role of former DGP (Director of Police) SK Singhal is being considered suspicious in the Bihar Police Constable Recruitment Paper Leak case. He has been accused of negligence and ignoring the rules during the examination. The ADG of the Economic Offenses Unit (EOU), which is investigating this case, has recommended to initiate disciplinary action against the then Chairman of the Central Selection Board (Constable Recruitment) and former DGP SK Singhal. The ADG has sent a letter to the DGP in this regard.

The constable recruitment paper went viral before the exam

In fact, in early 2023, advertisement number 1/2023 notification was issued for the recruitment of a total of 21,391 vacant posts of Bihar Police Constable. Its written examination was held on 1 October 2023 in two shifts. Even before the examination, the paper and answers went viral on social media and other places. 74 cases were registered in various districts regarding this. Bihar’s Economic Offenses Unit (EOU) started the investigation by registering an FIR for the first time on 31 October. A special investigation team was formed under the chairmanship of DIG Manavjit Singh Dhillon. Now this team has almost completed the investigation of the constable recruitment paper leak.

Was the paper leaked due to the negligence of former DGP?

The investigation team found that the council president, apart from being negligent, also ignored the rules and standards. He did not carry out his responsibilities properly. Due to this, an organized gang leaked the paper in a planned manner. However, the SIT found in its investigation that no evidence related to criminal activity was found against the then president.

The current DGP and the state government will take the decision

The SIT believes that the sanctity of the examination has been violated due to the negligence of SK Singhal in discharging his duties. The standards set to maintain the confidentiality and integrity of the chain of custody of the examination have been ignored. Due to this the paper was leaked. Therefore, it has been recommended to take appropriate action against him. In view of this recommendation, now the DGP and the state government have to take a decision.

Let us tell you that on 28 March 2023, the responsibility of printing the constable recruitment paper and other confidential work was handed over to a company named Coltex Multiventure Private Limited, while this company has only 2 years of experience. The director and accused of this fake company, Sanjay Das, already had an agreement with another company Blessing Secure Press Private Limited. When SK Singhal was asked about these two companies, he said that he had no knowledge about the agreement between these two companies. The EOU had also interrogated SK Singhal three to four times during the investigation of the paper leak case.
