Israeli intelligence agency Mossad had given the task to Iranian security agents to plant explosives in the building in Tehran where Hamas political leader Ismail Haniya was staying. According to The Telegraph, there was initially a plan to kill Haniya in May when he had come to Tehran for the funeral of former Iranian President Ebrahim Raisi.
According to two Iranian officials who spoke to The Telegraph, the operation was canceled due to the large gathering of people because there was little hope of success. After this the timing of operation was changed.

“This is a humiliation for Iran and a huge security lapse,” an IRGC official told The Telegraph. The official said that a special working group has been formed to prepare a strategy regarding this lapse.
